Alignment of Long SAGE tags

hello all,
I've just started doing sequence alignment. Interested in aligning 21bp Long SAGE tags.
What are the software packages available, as open resource, for that? BLAT takes 25mer or more. Has anyone tried aligning the tags using BLAST
There are many packages available for short read alignment. Would someone tell what are the minimum read lengths taken by them: SOAP, MAQ, ELAND
