Prevention of index hopping in Illumina tech

Illumina has announced free adapter blocking agents which are supposed to help minimize index hopping.

Not clear what this is. Or what "minimizing index hopping" means. What fold reduction are they seeing with use of this reagent?

More info, including the manual here:

As always, I'm less worried about "free adapter" per se. It's the adapter strands annealed to full length library molecules that tend to escape clean-up.
