Default FuPa reagent?

Can anyone explain how the FuPa reagent works? In the context of Illumina library preparation, The FuPa reagent is a proprietary reagent that is used to partially digest the primers and phosphorylate the amplicons for adapter ligation. Illumina told me it was proprietary.
