Does FDR assume that all p-values were adequately powered. IE suppose the the hypothesis are that for a coin flip that that p=q=.5, and all the trials had 100 flips vs. a situation where the number of flips in a trial were subject to a mixing distribution, and a large proportion were <= 4 flips, would FDR perform as well in either case? I suspect that the testing procedure could stand to have a smaller m when calculating p(X(i))<alpha*i/m where X is ordered according to ascending p-values.
