Default Oligos on the flowcell -- how'd they get there?

Hi Guys, dumb question, maybe it's already been answered and I can't really find any relevant information via google:

How does Illumina attach the oligos to the surface of the flowcell? Or, generally, how does one attach oligos to the surface of a flowcell?

Its all detailed in the Bentley et al Nature paper from a couple years ago. In the Supplemental material. Don't know if the same procedure is used today, but it does describe the creation of the flow cell surfaces.
