Question Annotate

I'm trying to fins a pipleine/worflow for reannotating sequences to a genome (assume human but could be any).

I need to take a list of sequences and find out the annotation for them.

Something like...

Step 1: Take input file and blast
Step 2: Take blast output and create 3 buckets
a. unique hits
b. multiple hits
c. no hits
Step 3: Annotate (but data from where)?
a. annotate unique hits by position?
b. same, but will have multiple
c. cannot find

Could someone help please?
