Default RoadMap DHS CD14 narrowPeak files

I am interested in the DHS files generated by UW in CD14 primary cells and accessible through the Epigenomics RoadMap website.

Four repeats have been done and bed files are available at:
http://genboree.org/EdaccData/Releas...Primary_Cells/

At the same time a narrowPeak file is available at:
http://egg2.wustl.edu/roadmap/data/b...ntModel/final/

I have two questions:

1.Are the 4 bed files alignment files? They look like that to me but I am not sure.

2.Is the narrowPeak file a combination of the 4 repeats peaks calling files?If so, following which criteria?
