Default FTP upload in galaxy

i tried uploading a data in galaxy via FTP method. the URL used is

ftp://ftp.ncbi.nih.gov/pub/geo/DATA/...19%5FRAW%2Etar

i get an error message as :Unable to fetch ftp://ftp.ncbi.nih.gov/pub/geo/DATA/...19%5FRAW%2Etar
'ascii' codec can't decode byte 0x8b in position 513: ordinal not in range(128)

although i have uploaded this way many times but i never got an error message. Also i tried removing '%' sign and uploading again but again the same error message. can anybody tell me what is going wrong?

Perhaps you should post this question to the Galaxy support list. You will get a quicker answer there.
