Are there any tools available to convert dbSNP rs ID from one build to another (which also takes into consideration merged and removed rsIDs)?

annovar has databases available for dbsnp 135, 132, 131, 130, and 129 (you can only get some of them with either hg18 or hg19 exclusively). You can run a list of variant positions through all of them and see what comes up.
