ChIPSeq - find all peaks around a gene?

I have to find the chIPseq peaks nearby genes in Humans. I have the peak list with start and end positions. I also have a gene list with start transcription and end transcription positions. Usually it is calculated the other way round - nearest gene is associated with the peaks. Are there any tools that find peaks near a gene - say between -10kbp<tss<2kbp

Any pointers would be really appreciated

I am an amateur - just 3 weeks into the field of RNA Seq analysis and 2 days into ChiPSeq analysis. Really need help with this.
