Default Are RAD data strand-specific?

I think RAD data are not strand-specific, we can sequence both the two strand of DNA, but I found ustacks do regard one sequence and it's reverse complementary strand as different loci. Do anyone know are RAD strand-specific or not?

Litc,

RAD is strand-specific; it is determined when the RAD adapter is ligated.
