Can anyone explain how to design RNA bait for whole genome sequencing?

I cannot work out why you would need RNA bait for whole genome sequencing. For RNA bait design for targeted sequencing following links might be useful:

It can apparently be helpful for things like ancient DNA extractions where the percentage of exogenous DNA is high.
This is the paper I know of, and they have instructions of making the baits yourself (I've never tried it):
