I have two RNA ssRNA oligos that I have annealed into a dsRNA duplex. The concentration of the two ssRNAs were 10uM. What is then the concentration of the dsRNA duplex?

Actually it could be 5uM or 10uM depending on what the OP meant by "The concentration of the two ssRNAs were 10uM."
It could mean that the + oligo was at 10uM and the - oligo was at 10uM and an equal amount of each was added to a tube to be annealed. Then the answer is 5uM.
It could mean that the solution of the tube containing the + and - oligo was at 10uM for each. That is 20uM ss-oligo concentration. Then the concentration is 10uM of duplex after they are annealed.
If you think the latter interpretation is ridiculous then what is the concentration of dATP in a 100mM dNTP solution?
