Default 1000 genomes - can anyone join in?

As more and more 'normal' people are having their genomes sequenced and published, especially as part of the normal counterpart to a cancer genome, there is the question of what else you can do with this information. If it is published and downloadable, what obstacles are there to stop a public spirited researcher letting that data become part of the 1000 genomes project. It would squeeze extra use out of the data, and would improve the numbers of the 1000 genomes. Just wondering really.
