Convert fastq to sra

Is there a way to convert a paired end read data (two .fastq files) to an .sra file?

I tried to use fastq-load from sratoolkit, but it lacks any documentation whatsoever, and "--help" output is very minimalistic.

The tool should already exist

The tool is probably already written, GEO database is using something to convert .fastq files you submit there to .sra
