2. PubMed ids in SRA and GEO [and other repositories?]

Hello,
We have been exploring the metadata fields in SRA and GEO. We have observed a lot of PubMed ids in SRA and GEO. (But not the reverse, i.e., the corresponding PubMed publications do not always cite the repository accession numbers for the datasets.)
Our questions are,
- who puts the PubMed ids into these submissions and when? Is it the data producers? Or the repository curators?
- Who puts pubmed ids in SRA and GEO and why?
