Number of sequences in NCBI nt database

Does anyone know: Has the NCBI nt database been reorganised somehow?
When I downloaded nt.gz on 3 June 2013 it had 26582909 sequences.
When I downloaded nt.gz on 22 November 2103 it had 20485291 (ie. fewer) sequences. This surprised me.
